Graduation concerns

As I just applied for my degree and will be graduating in May, job hunting is at the front of my mind. So I have a few questions.

1. When is a good time to begin applying for jobs?
2. When I apply, do I simply put my anticipated graduation date and available start date?
3. In my state, you can take the CSW exam immediately after graduating. Should I wait on this to apply? That means I wouldn't be working right away and I will need the money for student loan payments ASAP.
4. For those who did not work at your internship sites, how did the job search go? My first year practicum is going through agency-wide changes that means there will be a big reduction in clinical positions and I'm not really into being a case manager. My second year practicum, I don't think I would be happy there. The morale is very low and the office environment is almost hostile. So my practicum sites are unlikely for jobs.
